Ransomware attacks have emerged as one of the most disruptive cyber threats to the United States economy over the past five years. This study examines trends, economic impacts, and policy responses to ransomware incidents from 2020 to 2024, integrating data from the FBI’s Internet Crime Complaint Center (IC3), Chainalysis, and other cybersecurity intelligence sources. Results indicate a sharp escalation in ransomware-related financial losses, rising from approximately $412 million in 2020 to over $1.6 billion in 2023, with notable sectoral vulnerabilities in healthcare, critical infrastructure, and government services. Statistical analysis reveals a moderate positive correlation (r ≈ 0.58) between reported incidents and ransom payments, highlighting the sustained profitability driving criminal activity despite a decline in total complaints in 2023. The study further evaluates the effectiveness of policy interventions, including Executive Order 14028, sector-specific mitigation strategies, and public-private collaborations, identifying persistent gaps in ransomware preparedness and incident response. Findings underscore the urgent need for coordinated economic, regulatory, and technical measures to reduce ransomware exposure and strengthen cybersecurity resilience. This research contributes to a data-driven understanding of ransomware dynamics and informs evidence-based policy design for mitigating economic and societal risks in the United States.Keywords: Cybercrime; Cryptocurrency; Operational resilience; Sectoral vulnerability; Incident reporting; Ransomware-as-a-Service(RaaS)
