Enterprise organizations are more and more relying on cloud computing to gain agility, cost efficiency, and the speed of innovation, but most transformation programs have failed to produce sustained value since the focus on scalability, resilience, and governance remains a disjointed architectural issue, as opposed to a coordinated initiative. This paper suggests a combined framework that integrates these three dimensions in one layered architecture in the business strategy, governance, core cloud architecture, enabling technology, and operations. The framework is created by synthesizing the existing literature on cloud computing and conceptually tested on a collection of enterprise transformation scenarios. Findings suggest that organizations that match migration and modernization initiatives to the proposed layered model report greater elasticity, quicker recovery post disruption, and enhanced compliance stance than organizations that either follow the traditional migration models or ad-hoc migration strategies. The article also adds a reusable reference architecture, a comparative assessment model and a practical advice to architects and technology leaders leading large-scale cloud transformation projects.
